Homa Bay Member of Parliament (MP) Peter Kaluma has stated that a coalition led by former Prime Minister Raila Odinga and President William Ruto will win the 2027 general elections.

In a statement on  Wednesday, July 3, 2025, Kaluma made the remarks referring to the data by the  2022 Independent  Electoral and Boundaries Commission (IEBC) of the number of registered voters by region in the country.

“Coalition to be led by Raila Odinga and William Ruto set for landslide win in 2027,” Kaluma stated.

This comes weeks after a survey by Trends and Insights for Africa (TIFA) revealed that more than half of Kenyans do not support the broad-based government (BBG) formed by President William Ruto and former Prime Minister Raila Odinga.

According to a survey released on May 7, 2025, 54 per cent of Kenyans oppose the broad-based government.

Among all respondents, only about one-fifth (22 per cent) expressed support for the BBG.

It is unclear whether the remaining 22 per cent, who declined to express an opinion, did so because they have mixed feelings about the BBG or hold a negative view but were uncomfortable expressing it.

The survey was conducted between May 2 and May 6, 2025, among 2,024 respondents across nine regions: Central Rift, Coast, Lower Eastern, Mt. Kenya, Nairobi, Northern, Nyanza, South Rift, and Western.

It was conducted through telephone interviews with respondents whose contacts had been collected during prior face-to-face (household-based) interviews.

The interviews were conducted primarily in Kiswahili, with some in English.

Broad-based govt

The broad-based government refers to the political and leadership collaboration between President Ruto and Raila Odinga, including their respective political parties.

This is after Ruto and Odinga officially signed a working agreement on March 7, 2025, at the Kenyatta International Conference Centre (KICC)  following weeks of consultations nationwide on the political deal.

The event marked a historic signing when both leaders put pen to paper to seal the Memorandum of Understanding (MoU) that will chart the country’s way forward.

Before signing the document, Orange Democratic Movement (ODM) Secretary General Edwin Sifuna and his United Democratic Alliance (UDA) counterpart Hassan Omar read out the issues that will be tackled in the agreement.

The first issue was the full implementation of the National Dialogue Committee (NADCO) report that proposed key reforms within the country.

The opposition has been on a clarion call for the government to implement the report, citing that 90 per cent of Kenyans’ issues would be addressed.

The report emanated as a result of protests following the 2022 General Election after Raila claimed the elections were rigged.

This took the intervention of former Nigerian President Olusegun Obasanjo to bring both Raila and Ruto to the negotiation table.
