Mosiria slams CBD littering: We can’t aim for Singapore while dumping waste next to bins

Nairobi County Chief Officer for Citizen Engagement and Customer Service, Geoffrey Mosiria, has criticised littering in the Central Business District.

He said the habit of dumping waste next to bins goes against the standards the country claims to pursue. Mosiria said such actions damage efforts to keep the city clean and orderly.

He questioned the contradiction between ambition and behaviour.

“We cannot claim to aspire to standards higher than Singapore while deliberately ignoring basic civic responsibility,” he said.

He explained that dumping waste beside litter bins reflects poor civic discipline in the city centre.

Mosiria said the behaviour undermines collective responsibility. “This behaviour undermines our collective efforts to build a clean and orderly city,” he said. He explained that cleanliness is a shared duty that requires cooperation from all residents and visitors.

He stressed that the county will not ignore the problem. Mosiria said authorities are working to change attitudes around waste disposal. He explained that the focus will be on correcting behaviour rather than punishing people immediately.

County plans to step up awareness

Mosiria said Nairobi County will intensify education and awareness campaigns.

“We will intensify education, public engagement, and awareness campaigns against illegal dumping,” he said.

He explained that informing the public is the first step toward long-term change.

He added that enforcement will not be the first option. “Enforcement and arrests will only be applied as a last resort,” he said.

He explained that the county prefers cooperation and understanding over punishment. However, Mosiria made it clear that responsibility will still be enforced.

“Make no mistake, accountability remains non-negotiable,” he said. He explained that continued disregard for the rules will attract consequences.

In a statement released on Saturday, January 24, 2026, Nairobi County announced plans to intensify public awareness campaigns. Mosiria said the county aims to curb illegal dumping across the city. He explained that this is part of wider efforts to restore cleanliness and order.

The county said civic education will be prioritised in busy areas. Mosiria explained that the focus will be on the CBD and other high-traffic zones.
