Mosiria shares his pick for most effective and least effective leaders

Nairobi County Chief Officer for Citizen Engagement and Customer Service Geoffrey Mosiria, has revealed the two leaders he believes exemplify the qualities of effective and ineffective leadership.

Speaking during an interview with Shiksha Arora on Friday, January 23, 2026, the Nairobi official, who previously served as Chief Officer for the Environment overseeing initiatives in Green Nairobi, revealed that he regards the late Michuki as a standout leader.

“For me, I would say Michuki. I think he was a great leader who implemented things that most people knew would not work,” he said.

Mosiria noted that Michuki implemented policies and programmes that many initially doubted, but which ultimately proved successful.

He added that he personally relates to Michuki’s approach, saying he has sometimes faced criticism for decisions that people felt would fail, citing his efforts to address noise pollution in Nairobi.

According to Mosiria, churches and other establishments that were initially resistant later appreciated the impact of his work once they experienced the results firsthand.

“Sometimes, I also feel like I do things, and people think they will not work. Michuki is also my mentor because of other initiatives he championed, such as addressing noise pollution. People are now criticising me, saying my actions are affecting jobs, but when it comes to noise pollution, some churches were initially too loud, and people complained,” he said.

The official also highlighted how the public and local stakeholders, including hawkers, have reached out expressing support after his reassignment to the Department of Citizen Engagement and Customer Service following the Nairobi County cabinet reshuffle on November 18, 2025.

He explained that the hawkers appreciated his prior guidance, which had required them to operate in designated back lanes, and they wanted him to ensure the rules were enforced consistently.

“Only after experiencing the impact firsthand did they realise that I was doing good work. Even now, after I was moved, people on social media are asking for me to return. The hawkers have also requested my involvement because we had instructed them to stay in back lanes, and they want me to ensure that everyone adheres to the rules. Michuki is my answer for the most effective leader,” he stated.

On the subject of the least effective leader, Mosiria was cautious not to name anyone directly, noting that such individuals are typically corrupt or indifferent to the welfare of the public.

He hinted that he could reference a former MCA from Dagoretti, now deceased, but he could not recall the name at the time of speaking.

“As for the least effective leader, it would be someone who is corrupt or does not care about their people. I will not name anyone on camera, but perhaps I will mention someone who is no longer alive. There was an MCA in Dagoretti at one point, but I cannot recall the name. Once I remember, I will share it,” he stated.
