Geoffrey Mosiria moved as Sakaja reassigns Nairobi County Chief Officers

Chief Officer Geoffrey Mosiria has been moved from the Environment docket to head the Citizen Engagement and Customer Service department in Nairobi County, following a major reshuffle by Governor Johnson Sakaja.

In a notice released on Wednesday, November 19, 2025, the governor said the changes take effect immediately.

“In accordance with Section 45(5) of the County Government Act 2012. The following County Chief Officers have been reassigned as stated below,” Sakaja stated.

Taking over the Environment docket is Chief Officer Hibrahim Otieno, who previously headed the Medical Facilities department.

Mosiria’s achievements

Mosiria, who has been at the forefront of Nairobi’s environmental enforcement, is credited with cracking down on illegal dumping, shutting down unauthorised waste sites, and revoking licenses of non-compliant service providers.

He repeatedly called on Nairobians to stop urinating and littering in undesignated areas and emphasised that keeping the city clean is everyone’s responsibility. He also pushed for more efficient waste-collection systems, committing the county to provide additional trucks and equipment for regular clean-up.

Mosiria championed sustainable waste management, urging waste enterprises to sort and recycle waste and adopt modern tracking systems to improve compliance. He promoted public-private partnerships as a key strategy to scale up recycling and reduce the city’s environmental footprint.

He also addressed noise pollution, urging matatu operators in the CBD to curb loud music and touting. Hawkers and their customers were warned that they could face prosecution if they contributed to disorder. Mosiria took on businesses operating in residential areas, insisting that they comply with environmental regulations or face closure.

The reshuffle also affected several other county sectors. Chief Officer Godfrey Akumali moves to Housing and Urban Renewal, Tony Michael Kimani now heads Social Services, Lydia Mathia oversees Business and Hustler Opportunities, and Sande Oyolo leads the Digital Economy and Startups docket.

Other changes include Wilson Gakuya in Smart Nairobi, Machel Waikenda in Mobility, Clement Rapudo in City Culture, Arts and Tourism, and Zipporah Mwangi now in Citizen Engagement and Customer Service alongside Mosiria.
