Malala accuse Ruto and Raila of betrayal for failing to honour their pact

Democracy for Citizens Party Deputy Party Leader Cleophas Malala has accused President William Ruto and ODM leader Raila Odinga of betraying the public by failing to honour the promises contained in the Memorandum of Understanding (MOU) they signed in June 2024.

According to Malala, the agreement, which led to the formation of a broad-based government, was presented as a commitment to end extrajudicial killings and restore public trust but has instead been followed by increased cases of state violence and continued abuse of power.

Speaking during a morning show on a local TV channel on Tuesday, July 22, 2025, Malala criticised the president, referring to him as the “father of the nation,” and said he had failed in his role by encouraging a culture of dishonesty.

He further accused Raila Odinga of collaborating with Ruto in a power-sharing deal that has done little to improve governance, despite assurances to the contrary.

“The father of the nation has failed and cultivated a culture of lies… Together with his co-parent Raila, they signed an MOU which ended up in the broad-based government saying they were coming together to end extrajudicial killings that have today gone a notch higher,” Malala stated.

Malala pointed out that the MOU also included pledges to curb corruption and end the lavish lifestyle often displayed by public officers. However, he claimed that these pledges have not been fulfilled, citing the daily distribution of large sums of money under various empowerment forums, which he dismissed as wasteful and deceptive.

Inclusivity

He further criticised the government’s promise of inclusivity, saying it has only served to bring Raila’s allies and relatives into government positions.

Malala referenced a recent case where he says that Raila proposed his brother’s son to be appointed as an advisor, despite the Gen Z movement having urged the president to cut down on the number of government advisors.

“They also signed an MOU to make sure that public servants do not engage in corruption. They also said that public officers do not engage in opulence. Up to today we are seeing millions and millions being distributed daily in these so-called empowerment forums. Inclusivity – the only inclusivity we are seeing in this government is to have relatives and cronies of Raila Odinga joining the government. You saw him proposing the name of the son of his brother to be the advisor, yet the Gen Zs had advised the president to reduce the number of advisors,” he added.
