Kaluma: There should be no elections until all eligible Kenyans are registered as voters

Homa Bay Town Member of Parliament (MP) Peter Kaluma has urged the Independent Electoral and Boundaries Commission (IEBC) to halt any future elections until every eligible Kenyan is issued a national identification card and registered as a voter.
In a statement on Tuesday, July 29, 2025, Kaluma expressed deep concern over what he termed the systemic exclusion of millions of Kenyans from the democratic process through deliberate failure to issue IDs and facilitate voter registration.
“Samburu has over 200,000 adults, but only 100,000 persons with IDs and registered as voters! The gerrymandering that has been happening in Kenya must end,” he stated.
“There should be no elections in Kenya until all eligible Kenyans are given IDs and registered to vote,” he added.

His remarks come a few days after the IEBC announced plans to resume the Continuous Voter Registration (CVR) exercise.
In a statement on Monday, July 21, 2025, IEBC Chairman Edung Ethekon stated that the commission is finalising the internal processes and will issue a gazette notice in August 2025.
“The IEBC is currently finalising internal processes and will, in August 2025, announce via a gazette notice the timelines for resumption of Continuous Voter Registration (CVR) to allow eligible citizens of Kenya to register as voters,” he stated.
IEBC’s promise
Further, the Commission has acknowledged the growing calls by young Kenyans for greater inclusion in the country’s democratic and governance processes.
“Indeed, we hear the voices of young Kenyans demanding the opportunity to be counted and to be actively involved in the democratic processes of rebuilding our country, Kenya,” read the statement.
Earlier, the Commission assured Kenyans of its full preparedness to deliver credible, transparent, and peaceful elections in the upcoming August 10, 2027, general election.
Speaking during a press briefing on July 19, 2025, Ethekon emphasised the Commission’s commitment to upholding the Constitution of Kenya and all relevant electoral laws.
“As the commission embarks on its roadmap for the August 10, 2027, elections, we wish to assure the public of the preparedness of the commission to deliver inclusive, credible, transparent, and peaceful elections in strict compliance with the constitution of Kenya and all the electoral laws,” he said.
