Nairobi parking revenue system was compromised, court told
Former Nairobi City Government parking director Tom Tinega said that the Jambo Pay system, which was used to collect revenue within Nairobi County, was compromised, making them experience lots of challenges.
Appearing before Milimani Anti-Corruption Principal Magistrate Charles Ondieki, Tigena told the court that the consistent breakdowns would lead to the county losing lots of money worth millions.
Tinega, who is the current Nairobi County sports director, stated that the breakdowns were caused by the people who were running the revenue system, saying that they were manipulating it.
“The people who were running the system were manipulating the system; that’s why there were huge discrepancies. They had the system manipulated in their favour,” Tigena told the court.
“Quite a number of times we could go without collecting any money due to the challenges of the system,” Tigena added.
Notably, the issue revealed that the witness raised an alarm concerning the system.
He also told the court that anytime they would experience the breakdown of the system, he would record or write the challenges they faced at that time.
The court heard that the witness also used to inform the former governor of the said issues, and he was aware since the system was not under his control.
“At times, your honour, I did witness confrontations between the governor and Mr Muchemi. I remember one time the governor threatened to have the contract to the Web tribe and Jambo pay terminated,” director Tigena said.
He further revealed that according to the contract, the money collected through the system was supposed to be banked, and he was to be paid as a commission, but we realised the money was being deducted at source.
In addition, he stated that on looking at the collected and banked money after reconciliation, the money could not tally.
“A number of times we would check the system and the bank and realise the information in the system does not tally with the one at the bank,” the witness told the court.
