The Higher Education Loans Board (HELB) has clarified who qualifies as a first-time applicant, clearing up confusion among university and college students seeking government financial support.

In a public notice posted on X on August 19, 2026, the board addressed students who remain uncertain about their status during the ongoing funding application cycle.

Who qualifies as a first-time applicant?

Many continuing students often assume that first-time funding applications are reserved exclusively for first-year joiners fresh out of secondary school.

HELB dismantled this misconception, stating that your year of study does not restrict you from making a first-time request if you have never received government assistance before.

“You are a First-Time Applicant if you are applying for HELB funding for the first time, whether you are a newly admitted or continuing student,” the loans board stated in the post.

This means that if you paid tuition fees out of pocket during your first or second year and now require support, you must submit a first-time application rather than applying for subsequent funds.

Eligible institutions and contact details

The board also outlined the categories of institutions covered under this financial arrangement. According to the updates, loan support extends across higher learning institutions recognised by the state.

The loans board also confirmed that students in chartered universities as well as TVETA-accredited institutions operating under the Ministry of Education are eligible to apply.

Students needing extra help with their applications can reach out using the official channels.

While HELB headquarters remain at Anniversary Towers along University Way in Nairobi, applicants do not need to visit the offices physically.

Learners can check their status using USSD code *642#, call customer support on +254711052000, or send an email to [email protected]. All first-time loan applications must be submitted online through the official portal at www.helb.co.ke.
