Susan Rutto: Who is the new National Construction Authority acting Chief Executive Officer?

The National Construction Authority (NCA) has named Quantity Surveyor Susan C. Rutto as its acting Executive Director and Registrar of Contractors, stepping in following the exit of Maurice Akech after his seven-year tenure.
Rutto officially assumed the role on September 4, 2026, to steer the regulatory agency through its leadership transition.
For ordinary Kenyans and local builders who rely on the authority for project registrations, site safety compliance, and worker accreditations, Rutto is a familiar operational hand.
She is one of the founding staff members who helped set up the agency from scratch after parliament created it through the National Construction Authority Act of 2011.
Decades of experience in building
Rutto moves into the top seat from her substantive post as General Manager for Registration and Accreditation, a role she has held since June 2020.
Before that, she served as Manager for Registration and Compliance starting in December 2013. During the authority’s early years, she led the team that developed the criteria used to register and grade contractors across Kenya today.
Her public service career spans more than 20 years across both private and public sectors. Before joining the agency, she worked in the State Department of Public Works, where she rose through the ranks to become a Superintending Quantity Surveyor.
Welcoming her leadership, NCA Board Chairperson Mercy Okiro stated that “the Board is confident that Qs. Rutto’s institutional knowledge, leadership experience and understanding of the construction industry will provide the Authority with the continuity and strategic direction needed during this transition.”
Academic and professional background
Rutto holds a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi and a Master of Business Administration from the Management University of Africa.
She is a registered quantity surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS), a corporate member of the Institute of Quantity Surveyors of Kenya (IQSK), and a licensed Lead Expert in Environmental Impact Assessment.
Her primary focus will now be sustaining NCA’s daily operations, keeping construction sites safe, and processing contractor certifications without delay.
