Man defies Mosiria’s order to collect garbage, runs away after daring to be arrested

A confrontation between Nairobi County Chief Officer for Customer Service and Citizen Engagement Geoffrey Mosiria and a pedestrian has raised reactions online after the man refused to collect litter as punishment for crossing a busy road instead of using a nearby footbridge.
The incident, captured in a video shared on Mosiria’s Instagram page on Thursday, August 6, 2026, shows the man engaging Mosiria in a heated exchange after being stopped during an ongoing crackdown targeting pedestrians who ignore designated crossing points.
While several other offenders complied with the directive to pick up litter, the man refused and insisted that officers should arrest him instead.
Man refuses Mosiria’s directive
In the video, Mosiria is seen confronting the pedestrian after he crossed the road despite the presence of a footbridge nearby. The county official directed him to join other offenders who had been ordered to clean the area by collecting litter.
However, the man declined the instruction and continued arguing with Mosiria before saying he would rather be arrested than carry out the punishment. Despite the back-and-forth, the man maintained his position before walking away as the discussion came to an end.
Crackdown on unsafe road crossing
The incident comes a day after Mosiria intensified the county’s campaign against pedestrians who endanger their lives by crossing busy roads instead of using footbridges.
On Thursday, August 6, 2026, he led an operation at the Nyayo Stadium Roundabout alongside traffic police officers, where several pedestrians were stopped after ignoring the designated crossing point.
Instead of issuing fines, offenders were instructed to collect litter around the area as a way of promoting responsibility while helping keep the city clean.
Mosiria explains the reason behind the punishment
Speaking during the operation, Mosiria said the exercise was intended to educate the public on the importance of observing traffic rules rather than simply punishing offenders. He noted that many accidents involving pedestrians can be avoided if people make use of the available footbridges.
According to Mosiria, taking a few extra seconds to use a footbridge is far safer than risking one’s life by crossing a busy highway. He also pointed out that the clean-up exercise serves as a reminder that every citizen has a role to play in keeping Nairobi clean while respecting public safety rules.
Despite the differing opinions, Mosiria has maintained that the campaign is about protecting lives and encouraging responsible behaviour.
He has continued urging Kenyans to obey traffic regulations and use designated footbridges, stressing that no journey is important enough to risk one’s life by crossing busy roads illegally.
