Willis Otieno accuses Makau Mutua of practicing law without certification

Lawyer Willis Otieno has taken on the chairperson of President William Ruto’s Panel of Experts on Compensation of Victims of Demonstrations and Protests, Makau Mutua, accusing him of lack of knowledge in law.
The city lawyer took to his official X account on Monday, 15 September 2025, where he dared Makau Mutua to produce his law practice certificate.
According to Willis Otieno, Makau Mutua has been making legal remarks with no proper knowledge of the practice, while further revealing that Makau has never been admitted to practice.
“Makau, you shout loudest about law, yet you’ve never even been admitted to practice. Produce your practicing certificate, if it exists,” Otieno said.
He went on calling out Makau Mutua for cosplaying as a lawyer, yet he is not certified.
“Until then, stop cosplaying as a lawyer; you’re just a noisy fraud with a thesaurus,” Otieno said.
The city lawyer was responding to Makua Mutua’s tweet, where he was responding to lawyer Nelson Havi’s tweet asking him where he was admitted to pursue law.
In his tweet, Havi demanded that Mutua produce his current practicing certificate.
“Where is your admission and current practicing certificate? I do not want to be taught by a quack at law,” Havi asked.
In his defense of Nelson Havi’s remarks, Makau Mutua revealed that he had obtained his certifications sometime in 1988 at a New York school.
“Obtained a long time ago in 1988 in New York before you went to law school,” Makau tweeted.

The two lawyers’ remarks come just days after President William Ruto’s Senior Advisor on Constitutional Affairs and Human Rights, Professor Makau Mutua, was sworn in as the Chair of the Panel of Experts on Compensation of Victims of Demonstrations, Public Protests and Riots, who has promised to deliver justice for victims of brutality in three months.
Mutua had earlier disclosed that he would resign as the chair of the Panel of Experts if forced to cover up government faults.
In a Gazette Notice published in August 2025, President Ruto mandated the panel to implement a presidential proclamation by establishing a framework for identifying, verifying, and supporting affected individuals.
Other members include Kennedy Ogeto, Houston Irungu of Amnesty International Kenya, Dr John Olukuru, Rev Kennedy Barasa Simiyu, Dr Duncan Ojwang’, Naini Lankas, Dr Francis Muraya, Juliet Chepkemei, Pius Metto, Fatuma Kinsi Abass, and Raphael Anampiu.
