Ruto’s affordable housing plan is constitutional, not political – Mudavadi

Prime Cabinet Secretary Musalia Mudavadi has hailed President William Ruto for making what he termed a bold and necessary move to implement the Affordable Housing Programme, calling it a constitutional responsibility long avoided by past governments.
Speaking during the Economic Empowerment Programme in Chiakariga, Tharaka Nithi County, on Saturday, July 26, 2025, Mudavadi said Article 43 of the Constitution clearly states that every Kenyan is entitled to decent shelter, a right the president is now actively working to fulfil.
“Haya mambo yote, katiba yetu, kifungu cha 43 kinasema you shall be entitled to decent shelter,” Mudavadi said. “But for all these years, previous governments were scared to act. President William Ruto has taken the difficult decision. When others were afraid, he made the decision.”
He emphasised that the president is not enforcing the policy for political show but because it is a constitutional requirement and a necessity for the people.
“He is not making the decision just for the sake of it,” he added. “The Constitution demands so, and Kenyans deserve decent housing. So he makes difficult decisions, even on how we should fund the housing.”

Housing priority for forces
Ruto’s administration has committed to reserving 20 per cent of all units under the Affordable Housing Programme for security personnel, including members of the KDF, police, prisons, and NYS. These allocations are being ringfenced to ensure the intended beneficiaries, who often face housing shortages, are prioritised.
To support ownership, the government has introduced subsidised mortgage rates, 3 per cent for social housing, 6 per cent for affordable housing, and 9 per cent for market-rate units.
So far, the government has completed 2,000 housing units for police officers, with 17,000 more in procurement. For KDF, 3,000 units are under construction, and another 10,000 have been approved.
Beyond providing shelter, President Ruto has also described the programme as a key intervention in tackling unemployment.
