President William Ruto has announced that 20 per cent of all units under the government’s Affordable Housing Programme will be allocated to members of the disciplined forces.

This includes personnel from the Kenya Defence Forces (KDF), National Police Service, Kenya Prisons Service, and the National Youth Service (NYS).

Speaking on Tuesday, June 3, 2025, Ruto said the reserved allocation would be ringfenced to ensure that the intended beneficiaries, who often face significant housing shortages, especially in urban areas, are prioritized.

“As part of our policy program, I want to announce that 20 per cent of our housing units being developed under the affordable housing programme will go to the disciplined forces,” he stated.

“These will be ringfenced for our members of the military, police, prisons, and NYS.”

Subsidised financing offered


To further support officers in homeownership, the president said the government will offer tailored mortgage financing at subsidised interest rates. Officers purchasing social housing will benefit from a three per cent loan interest rate, while those acquiring affordable or high-market houses will access six per cent and nine per cent rates, respectively.

“This initiative ensures our service personnel access dignified housing with financing options that reflect their service and sacrifice,” Ruto added.

Housing progress report

So far, the government has completed 2,000 housing units for police officers. Ruto also revealed that an additional 17,000 units are currently in the procurement stage for security personnel across the country.

For the KDF, 3,000 housing units are under construction, while plans for an extra 10,000 units have already been approved.


While launching the Central Bank of Kenya Police Housing Complex in Nairobi’s Industrial Area on Tuesday, Ruto officially opened 200 fully furnished two-bedroom apartments and 10 three-bedroom units designated for police officers stationed at the CBK.

The launch reflects the government’s wider goal of providing stable, decent accommodation to improve the welfare and operational efficiency of its security forces.

The Affordable Housing Programme is one of the key pillars of the Kenya Kwanza administration, with thousands of units under construction nationwide and a commitment to ensuring accessibility across all sectors, including the disciplined forces.
