Ruto: NADCO to have gender rule in honour of Asiyo
President William Ruto has declared that the National Dialogue Committee (NADCO) will prioritise the implementation of the two-thirds gender rule as part of ongoing political reforms, in honour of the late Phoebe Asiyo’s lifelong dedication to women’s rights and national development.
Addressing on Friday, August 8, 2025, during the burial ceremony in Karachuonyo, in Homa Bay, Ruto said Asiyo’s contributions to gender equality must be immortalised not only in memory, but also through concrete action.
“In honour of Mama Phoebe Asiyo and other women leaders in Kenya. Baba and I have agreed that we will actualise the two-thirds gender rule this time,” he said.
Ruto praised Asiyo as a pioneer who broke barriers for women in leadership and public service, describing her as a national hero whose impact transcended generations.
“Mama Phoebe Asiyo was a trailblazer. At a time when few women had a voice, she stood firm and fearlessly fought for the place of women in our society. Her legacy in the advancement of women’s rights, education, and community development is unmatched,” he remarked.

The NADCO report
Ruto and ODM leader Raila Odinga have formed a five-member committee to oversee the implementation of a 10-Point Agenda and the NADCO Report.
The MoU between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM) seeks to foster national cohesion and drive inclusive prosperity through what the two leaders described as “a broad framework for cooperation and collaboration across all political formations and other key stakeholders.”
According to a joint statement issued on August 6, 2025, the MoU’s commitments include “full implementation of the NADCO Report,” inclusivity in public life, protection and strengthening of devolution, safeguarding youth livelihoods and promoting leadership and integrity.
It will also seek to ensure the right to peaceful assembly, addressing the national debt, fighting corruption, preventing wastage of public resources, and “protecting and promoting sovereignty of the people, rule of law, and Constitutionalism.”
The committee will be chaired by Agnes Zani, with Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo serving as members.
A Joint Secretariat, co-led by Executive Secretaries from both UDA and ODM, has also been established “to support the Committee’s operations.”
The statement signed by Ruto and Raila notes that the committee “will be fully funded and facilitated by both UDA and ODM” and will undertake “inclusive and extensive consultations with members of the public and all relevant stakeholders.”
