President William Ruto and Raila Odinga have announced the formation of a five-member committee to oversee the implementation of the NADCO Report and a 10-point national agenda.

The committee, according to a joint statement issued on August 6, 2025, will be responsible for executing a Memorandum of Understanding (MoU) signed between UDA and ODM on March 7, 2025.

That MoU set out to foster national cohesion and inclusive prosperity by addressing longstanding challenges to Kenya’s governance and nationhood.

“The committee will be responsible for executing a Memorandum of Understanding (MoU) signed between UDA and ODM on March 7, 2025. That MoU set out to foster national cohesion and inclusive prosperity by addressing longstanding challenges to Kenya’s governance and nationhood,” the statement said.

The members of the new oversight committee are:

1. Agnes Zani — Chairperson

2. Fatuma Ibrahim — Member

3. Kevin Kiarie — Member

4. Gabriel Oguda — Member

5. Javas Bigambo — Member

A joint secretariat, led by Executive Secretaries from both United Democratic Alliance (UDA) and Orange Democratic Movement (ODM) has also been established to support the committee’s work.

The committee will be fully funded and facilitated by both parties.

The ten commitments under the MoU that the committee will oversee include:

Full implementation of the NADCO Report

Inclusivity in all spheres of public life

Protecting and strengthening devolution

Promoting and protecting the livelihoods of youth

Leadership and integrity

The right to peaceful assembly and compensation for victims of protests and riots

The national debt

Fight against corruption

Stopping wastage of public resources and promoting government efficiency

Protecting and promoting the sovereignty of the people, rule of law, and constitutionalism

The committee is mandated to begin work immediately. It will carry out inclusive consultations with the public and stakeholders—including arms of government, independent commissions, civil society, religious institutions, and the private sector—to ensure broad input in implementing the agenda.

According to the statement, the committee will submit progress reports every two months to the Principals and quarterly updates to a joint UDA–ODM Parliamentary Group. The Parliamentary Group is expected to hold its first meeting on August 18, 2025.

A final, comprehensive report will be published on March 7, 2026, to mark one year since the signing of the MoU.
