ODM issues update on NADCO implementation and Ruto-Raila 10-point agenda

A committee appointed by the Orange Democratic Movement (ODM) to oversee the implementation of the ten-point agenda, as well as the NADCO report, has issued its first update.
Through a media presser dated Friday, August 15, 2025, and posted via the ODM Party’s X handle on Saturday, August 16, 2025, the committee first announced the appointment of Javas Bigambo as the Vice Chair.
The five-member team was constituted on August 6, 2025, following an agreement between President William Ruto and ODM leader Raila Odinga to drive the implementation of their joint reform agenda.
The committee is chaired by Senator Agnes Zani, with Hon. Fatuma Ibrahim, Gabriel Oguda, and Kevin Kiarie serving as members.
First report rollout
In the presser, the committee stated, “We thank the two principals for bestowing their trust in the members, and we are pleased to announce the completion of our first report as per our Terms of Reference.”
The statement read that the public would be kept updated on the rollout of the committee’s work and on how stakeholder engagements would proceed.

The committee further revealed that it has formed five subcommittees to reach out to stakeholders.
These engagements will cut across arms of government, civil society, trade unions, youth organisations, religious institutions, academia, and groups representing women, persons with disabilities, and minorities.
Inclusivity and implementation
The statement noted, “As we strive to oversee the implementation of the established broad framework, we shall undertake inclusive and extensive consultations with members of the public and institutions.”
It added that efforts would also focus on aligning existing policies, the legislative agenda, and administrative measures with the goals of both the Ten-Point Agenda and the NADCO report.
The committee assured the public that its work was not only about reporting but also about ensuring meaningful impact.
Appreciating the support of both President Ruto and Raila Odinga, the committee invited citizens and stakeholders to participate in upcoming forums to be scheduled in the coming days.
“We shall look for mechanisms to ensure the successful implementation of the whole of NADCO and the Ten-Point Agenda,” the statement read in parts.
