Ruto gazettes Amani Yuda Komora as head of Police Service Commission

President William Ruto has made fresh state appointments, including significant changes at the National Police Service Commission (NPSC) and other regulatory bodies.
In a gazette notice dated Friday, August 22, 2025, the President appointed Amani Yuda Komora as Chairperson of the NPSC and Angeline Yiamiton Siparo as a Member.
“In exercise of the powers conferred by Article 246 (2) (a) of the Constitution as read with section 6 (8) of the National Police Service Commission Act, 2011, I appoint Amani Yuda Komora as Chairperson of the National Police Service Commission for a term of six years,” the notice reads.
The appointments follow parliamentary approval on August 14, 2025, after their nomination on August 4, 2025.
The announcement was made through an official statement issued by the Office of the President, signed by the Chief of Staff and Head of Public Service, Felix Koskei.

Komora, from Tana River County, is a human resource specialist who has served as Vice-Chairperson of the Salaries and Remuneration Commission (SRC), General Manager of Human Resources at Kenya Ports Authority (KPA), and Assistant Commissioner at the Kenya Revenue Authority (KRA).
Siparo previously chaired the National AIDS Control Council (2016–2022) and coordinated the Young African Leaders Initiative (YALI) across 49 countries.
Other appointments
Separately, the Gazette also announced the formation of the First Oil Technical, Commercial and Legal Working Committee under the Petroleum Act. Cabinet Secretary for Energy and Petroleum Opiyo Wandayi appointed Joseph Otieno as chairperson, alongside 33 other experts tasked with fast-tracking Kenya’s oil exploration and development agenda.
The committee’s mandate includes negotiating technical and commercial agreements, advising the government on policy frameworks, overseeing project implementation, and ensuring secure land access for oil development. Its work will directly contribute to Kenya’s Vision 2030 goal of achieving full field development and establishing a crude oil export route.
