Murkomen dismisses police service power struggle claims

Interior Cabinet Secretary Kipchumba Murkomen has dismissed reports of a power struggle between the National Police Service Commission (NPSC) and the National Police Service (NPS) over payroll and human resource functions in the draft police regulations.
Speaking during the Jukwaa la Usalama security forum in Nakuru on Tuesday, August 12, 2025, Murkomen assured Kenyans that the issues will be resolved amicably before the regulations are presented to Parliament.
Clear roles affirmed
Murkomen clarified the distinct roles of the two bodies, explaining that while the NPSC provides policy oversight and sets standards, the NPS manages recruitment and identification of qualified candidates based on those directives.

“There have been debates regarding the role of the commission and the NPS in recruitment matters, including payroll issues. We will always strike a balance on what the two can do,” he said.
The CS emphasised the need for collaboration, saying neither side should be sidelined.
Commitment to transparency
He announced that he will chair a meeting between Inspector General Douglas Kanja and the NPSC to resolve the matter, highlighting the importance of ongoing public participation. Murkomen also gave a strong assurance that the recruitment of 10,000 new police officers will be conducted transparently.
“Those found taking bribes will face the full force of the law,” he warned.

The CS also called on political leaders to avoid inciting ethnic tensions, saying, “We welcome everyone to exercise their constitutional right to choose leaders, but we will not tolerate incitement along ethnic lines.”
He further urged action against organised gangs involved in the illegal drug trade and adulterated alcohol, reaffirming the government’s commitment to safeguarding public safety.
Murkomen remains confident that a balanced solution will be reached, ensuring smooth adoption of the draft regulations and strengthening Kenya’s police service.
