Kitutu Masaba Member of Parliament (MP) Clive Gisairo has challenged President William Ruto to begin the fight against corruption within State House before pointing fingers elsewhere.

Speaking at a local TV station on Thursday, August 28, 2025, Gisairo stated that recent incidents of cash handouts to youth during political mobilisation activities are a clear indication that corruption is thriving at the highest levels of government.

“Kama Rais anataka kupambana na ufisadi, aanze na jumba lake, kwa sababu ufisadi uko ndani ya Ikulu kabla hata hajafika Bungeni,” said Gisairo.

The legislator further criticised President Ruto for what he termed “misplaced priorities”, insisting that the role of the Head of State is to create sustainable infrastructure and opportunities for the youth, rather than distributing money.

” Kwa majuma machache tumeona mabasi yakisafirisha vijana na kila mmoja kupewa elfu kumi, pesa ambazo haziko kwenye bajeti.Kazi ya Rais si kuwapa vijana pesa, bali kuunda miundomsingi itakayowanufaisha. Tukitaka kupiga vita ufisadi, lazima tumtafute yule anayetoa hizo hela na aeleze zimetoka wapi,” he added.

Gisairo maintained that unless the government demonstrates transparency at the very top, calls for accountability in ministries and Parliament will remain meaningless.

Ruto on corruption

This comes a day after President Ruto warned that corruption across all arms of government poses the greatest danger to the 2010 Constitution, 15 years after its promulgation.

Speaking during the inaugural Katiba Day celebrations at the Kenyatta International Convention Centre (KICC) in Nairobi on Wednesday, August 27, 2025, Ruto said entrenched graft has weakened key institutions and denied Kenyans the full benefits of the charter.

“It is a fact that corruption exists in all arms of government—the Executive, the Legislature, and the Judiciary—and each must confront this menace with honesty and resolve,” he said.

The President acknowledged that even within the executive branch, corruption remains “alarmingly high” despite recent efforts to tighten internal systems.

He said his administration has automated and digitised more than 22,000 government services to close loopholes, boosting daily revenue collection from Ksh60 million to over Ksh1 billion, or more than Ksh500 billion annually.

“Corruption must be chased down every alley, every corridor, and every corner of the Executive by every well-meaning citizen whenever it is spotted,” he added.
