The Orange Democratic Movement (ODM) Youth League leader, Kasmuel McOure, has clarified that the party does not support state-led empowerment programmes.

Speaking during an interview on Wednesday, October 8, 2025, McOure described these initiatives as an overreach by the executive into functions that rightfully belong to county governments, arguing that they undermine the principles of devolution enshrined in the Constitution.

“Political parties are complex, but our position on empowerment programmes is clear. They encroach on county functions and weaken local governance structures,” McOure said.

He added that while the programmes may be intended to benefit citizens, bypassing counties risks centralising power and creating dependence rather than fostering sustainable development at the local level.

Elsewhere, former Deputy President Rigathi Gachagua and his allies have criticised the ongoing economic empowerment programs being carried out by the government across the country, terming them as conmanship.

McOure explained that the Constitution allows counties to manage resources, deliver services, and set priorities for their residents.

State-led empowerment programmes that operate outside county systems, he argued, reduce the autonomy of local governments and diminish the accountability of officials directly elected by communities.

“The executive may have good intentions, but when programmes meant for counties are handled centrally, it sends the wrong signal that local governments are not capable,” he noted. “This is about efficiency, yes, but also about respecting the structure of governance we agreed upon.”

He also highlighted potential political consequences, warning that executive overreach could deepen divisions between national and county governments and fuel public mistrust.

McOure urged collaboration between national and county authorities to ensure that development initiatives are delivered effectively, transparently, and in a way that strengthens local leadership.

While acknowledging the importance of empowering citizens, McOure emphasised that it must be done through county structures to ensure sustainability.

He stressed that ODM’s opposition is not against citizen development but about protecting the integrity of the Constitution and allowing counties to play a leading role in implementing initiatives.

In conclusion, he said the party remains firm that citizens’ empowerment must respect devolution, where county governments hold the central role in decision-making and service delivery.

The empowerment programmes, which are mainly championed by the government and largely driven by Deputy President Kithure Kindiki, have raised eyebrows over the amounts being spent and the sources of the funds.
