IEBC calls for probe into deadly Kasipul campaign clash

The Independent Electoral and Boundaries Commission (IEBC) has condemned the deadly violence that erupted in Kasipul Constituency ahead of the November 27 by-election, calling for a swift investigation into the incident.

In a statement issued on Friday, November 7, 2025, the commission expressed deep sorrow over the deaths of two people and the injuries sustained by others during the clashes.

“The Commission condemns, in the strongest terms possible, the senseless acts of violence that have led to the loss of lives and injuries,” IEBC said.

IEBC added that such acts of hooliganism, intimidation, and destruction of property are unacceptable, for they undermine the very democratic gains which our country has worked so hard to achieve.

The commission reminded all political parties, candidates, and their supporters of their obligation to adhere to the Electoral Code of Conduct as provided under the Elections Act, 2011. It warned that violations of the code could attract severe penalties, including disqualification of candidates or political parties found culpable.

“All participants must, without exception, strictly observe the Electoral Code of Conduct and uphold peace, tolerance, and respect for the rule of law during the electoral period,” the statement added.

The commission said it has dispatched an investigation team to Kasipul with clear instructions to establish the facts and recommend appropriate action.

IEBC called on security agencies to move swiftly and bring those responsible for the violence to justice. It reaffirmed its commitment to creating a peaceful environment where every Kenyan can freely exercise their democratic right without fear, coercion, or intimidation.

The IEBC urged all stakeholders to put the interests of the nation above political rivalry, reminding them that “elections are not a battle of might, but a contest of ideas.”

Campaign clash

The violence occurred on Thursday in the Opondo area of Central Kasipul Ward when supporters of independent candidate Phillip Aroko clashed with those of Orange Democratic Movement (ODM) candidate Boyd Were.

Two people were killed, several others were injured, and property was destroyed during the confrontation.

Police in Homa Bay have since tightened security in the area and launched investigations to prevent further unrest as campaigns continue.

The by-election was triggered by the death of former MP Charles Ong’ondo Were earlier this year, and tensions have been rising as rival camps intensify their campaigns.
