The United Democratic Alliance (UDA) Secretary General Hassan Omar has faulted Interior Cabinet Secretary Kipchumba Murkomen for gazetting the Muslim Brotherhood as a terrorist group.

Speaking during the solidarity march for Palestine organised by the Muslim community in Nairobi, Omar said that the decision to label the Muslim Brotherhood as a terror organisation does not reflect the view of many in Kenya and abroad.

He further expressed his disapproval of the move.

“I saw my brother gazette the Muslim organisation as a terrorist group. In my view, I do not share that position. If anything, I believe we as Muslims should instead consider gazetting the Zionist State of Israel as a terrorist organisation,” Omar said.

The former Mombasa senator further called on Muslims to push for a shift in Kenya’s foreign policy, particularly regarding relations with Israel.

 He emphasised the need for Kenya to align more closely with the Muslim world, citing stronger strategic interests.

“Let’s look for a way to influence Kenya’s policy on Israel. We should ensure that we do not engage in any business with Israel. Kenya has more strategic interests in the Muslim world than it does in Israel,” he added.

Gazette notice

In a gazette notice dated Friday, September 19, 2025, Murkomen listed the Muslim Brotherhood and Hizb-ur-Tahrir as terrorist groups under Section 3(3) of the Prevention of Terrorism (Declaration of Specified Entities) Order, 2025.

In the announcement, he stated that the directives take immediate effect, and orders would remain in force indefinitely unless he revokes them or they are overturned by a court. 

“The declaration shall remain in force until it is revoked by the Cabinet Secretary or by order of the Court,” Murkomen announced.

Muslim Brotherhood

The new directive places Kenya alongside countries such as Egypt, Saudi Arabia, the UAE, Bahrain, and Russia, which have formally designated the Muslim Brotherhood as a terrorist organisation.

The group founded in Egypt in 1928 by Hassan al-Banna, is widely regarded as the most influential Islamist movement of the 20th century.
