Governor Abdi Ibrahim Guyo’s defence team has refuted claims that the Isiolo County Assembly held any sittings on the dates when the impeachment motion against him was said to have been introduced and approved.

Speaking during the afternoon session of the Senate plenary on Tuesday, July 8, 2025, Elisha Ongoya, the advocate representing Governor Guyo, directly responded to a query by Senator Tom Ojienda, challenging the validity of the impeachment process by presenting affidavits that discredit the said sittings on June 18 and June 26, 2025.

“To the question raised by Senator Ojienda directly to me on the question of affidavits—whether the County Assembly actually sat—the following affidavits of the following deponents show that the County Assembly actually did not sit on 18th June 2025, when this motion is said to have been introduced in the House, and on 26th of June, when this motion is purported to have been approved,” Ongoya said.

He submitted three key affidavits from individuals he described as credible and competent to speak on the matter.

“The first affidavit is that of Salad Boru, the Clerk. Senators, you know the role of the Clerk—that he is a person likely to know whether the House sat or not. Him being the custodian, he says by reference of records the House did not sit,” Ongoya stated.

He further cited an affidavit from Abdinur Jima Jilo, the Member of County Assembly for Kina Ward, arguing that, by virtue of being a sitting MCA, Jilo was in a position to confirm whether the Assembly convened or not.

“The third affidavit is from Diba Ali, the Leader of the Majority in the County Assembly of Isiolo. He is likely to know whether the said business was scheduled for that day and whether the House transacted that business,” the lawyer added.

According to Ongoya, all three affidavits collectively bring crucial evidence establishing that the Isiolo County Assembly did not sit on the dates in question, therefore undermining the legal foundation of the impeachment motion.

Guyo’s charges

This comes hours after the Isiolo Governor denied all three charges levelled against him for impeachment before the Senate.

During the Senate’s three-day plenary hearing, which began at 10:00 a.m. on Tuesday, July 8, 2025, Guyo denied the broad charges of gross violation of the Constitution, gross misconduct, and abuse of office.

This followed the Senate’s rejection of a proposal to form an 11-member special committee, opting instead to conduct the trial in plenary.
