Gakuya dismisses Ruto’s houses promise to teachers as misuse of power
James Gakuya, the Member of Parliament for Embakasi North, has dismissed President William Ruto’s recent promise of at least 20 per cent of the affordable housing programme to teachers, while terming it a misuse of power by the Head of State.
Gakuya made his remarks on Tuesday, September 16, 2025, during an interview with a local media house, where he blasted Ruto while firmly calling him out for failing to follow a procedure in allocating the Affordable Housing Units.

“This is total misuse of power where one who is entitled to the presidency has gone low and has now moved out of the path. There is a procedure for acquiring this housing,” Gakuya said.
Gakuya, while questioning Ruto’s governance, also questioned the speciality of the teachers while demanding that Ruto follow the procedure put in place by law.
“Follow the procedure because you have a say, and you only require a stroke of the pen and decide these groups should be given this. How special is this group?” Gakuya questioned.

The Embakasi North Member of Parliament challenged Ruto’s decision in allocating the houses to teachers, noting that teachers are just like other civil servants who contribute in the same manner and should be given an equal manner of acquiring those houses.
“This group has contributed in a manner that no other Kenyan has contributed. And if it’s a civil servant, including myself, because I also contribute to the level, we should be given an equal way or equal manner of acquiring those houses,” Gakuya added.
Ruto’s promise to teachers
President William Ruto recently announced that teachers will be allocated at least 20 per cent of the Affordable Housing units for their contribution to the scheme.
During the Waalimu Na Rais Forum at State House, Nairobi, on Saturday September 13, 2025, Ruto revealed that teachers contribute 13 per cent to the housing levy, amounting to Ksh900 million monthly, and hence deserved to benefit from the program.
To formalise the arrangement, the head of state stated that a Memorandum of Understanding (MoU) would be signed between the Ministry and teachers’ representatives.
“As members contributing to housing levy, of the contributions that come to housing levy, teachers contribute 13 per cent which is Ksh900 million every month, we have said that 20 per cent of the units to be allocated to teachers and we will sign an MoU between our teachers and the ministry so that we can implement this 20 per cent to teachers,” Ruto said.
