County officers face 4 charges for dumping waste at Kenya Power office – Police

Inspector General of Police Douglas Kanja has revealed that three employees of the Nairobi County Government have been arrested and are facing multiple charges related to the illegal dumping of garbage at the Kenya Power and Lighting Company (KPLC) headquarters at Stima Plaza on February 24, 2025.

In a detailed response to the Departmental Committee on Administration and Internal Security on March 3, 2025, Kanja reported that the county enforcement officers illegally dumped garbage at the entrance of Stima Plaza, blocked access points using garbage trucks, and clamped several KPLC vehicles.

“The National Police Service indeed received information that on February 24, 2025, at approximately 0800hrs, Nairobi County enforcement officers, drivers, revenue clerks and other staff, without any justifiable cause, dumped garbage at the gate of Stima Plaza which hosta KPLC offices and other commercial tenants, clamped several Kenya Power and Lighting Company (KPLC) vehicles and blocked entry and exit points using five (5) Nairobi County Government garbage collection lorries. As a result, KPLC customers were unable to access services at the company’s headquarters in Ngara,” Kanja stated in his report to the committee.

According to the police report, the three – Augustine Otieno Osore, Moses Gitari Kanyua, and Alice Okare Achami – are facing charges that include sabotage contrary to Section 343 of the Penal Code, robbery with violence contrary to Section 296(2) of the Penal Code, illegal waste disposal contrary to Section 87(1) of the Environmental Management and Coordination Act (1999), and obstruction contrary to Section 53 of the Traffic Act.

“Investigations are ongoing and more Nairobi County government officials are likely to be arrested and charged. The police case file was forwarded to the Office of the Director of Public Prosecutions (ODPP) on February 27, 2025, for perusal. The suspects were released on bond pending further direction from the ODPP,” Kanja stated.

Reported incidents

Following the standoff, KPLC employees filed four separate complaints at Parklands Police Station, with two employees reporting incidents of robbery with violence.

“The incidents were officially reported at Parklands Police Station by three Kenya Power and Lighting Company (KPLC) employees namely; Mr Anthony Jakaa Mganda, Ms Barbra Wacika Wachira and Mr David Mauti Kiriago. Their complaints were recorded under four separate police entries, three of which were documented on 24th February 2025, while the fourth entry was recorded on 25th February 2025.” the report reads in part.

Additionally, two KPLC employees, Barbra Wacika Wachira and David Mauti Kiriago, were also arrested during the standoff but were later released without charges.

Wachira reported that her iPhone 12 was stolen during the incident, and she was coerced into paying Ksh 2,000 for its return. Kiriago also reported being robbed of cash and personal belongings.
