Sakaja interdicts 2 senior officers over garbage dumping at Stima Plaza

Nairobi Governor Johnson Sakaja has confirmed the interdiction of two senior officers following the garbage dumping at Stima Plaza.
Appearing before the Departmental Committee on Administration and National Security, on Monday, March 3, 2025, Sakaja noted that the county had prohibited the two officers from executing their duties till investigations are concluded.
“Two senior officers have since been interdicted as investigations continue,” Sakaja told the committee while terming the move as primitive.

Sanctioning the move
At the same time, Sakaja absolved himself from the decision to dump the heap of garbage outside Stima Plaza. He made it clear that his administration did not sanction the move.
However, he admitted before the Departmental Committee on Administration and National Security, that the county government ordered the blocking of Stima Plaza entrance.
Sakaja added that the county okayed the stop to the provision of sanitation services and water to Stima Plaza.

“Whereas the decision to block the entrance of Stima Plaza and to cease provision of County Services including Water and Sanitation to KPLC was a county government decision supported by the National Rating Act 2024 Section 19, the incident where one truck tipped garbage was not sanctioned. Internal processes have been instituted,” Sakaja submitted to the committee.
Removing the trash
Nonetheless, Sakaja confirmed to the committee that he ordered the removal of the garbage at Stima Plaza and the exercise was completed within an hour.
Additionally, Sakaja informed the lawmakers that the area was properly fumigated after cleaning.
“Immediate measures taken were to remove the dumped garbage within an hour. Subsequently, Nairobi City County Government, through its Public Health Department and the Green Nairobi Department, washed and fumigated the affected area,” Sakaja stated.

In that session, Sakaja vowed to engage Kenya Power officials to avoid the recurrence of the incident.
This comes a day after President William Ruto revealed his hand in addressing the standoff between Nairobi County and Kenya Power.
Speaking at a church service, Ruto told the congregants that he called Sakaja and ordered him to remove the dumped garbage.
“The other day, they made a mistake, and I called this governor and the other ones. I told them, listen, this thing must stop!” Ruto stated.
The incident sparked uproar across the country with various stakeholders condemning the county’s actions. In the National Assembly, MPs did not mince their words as they called for proper accountability, compelling the Departmental Committee on Administration and National Security to summon both Sakaja and Inspector General of Police Douglas Kanja.
On the other hand, Head of Public Service Felix Koskei chaired a joint meeting between Kenya Power and Nairobi County leadership to settle the dispute. After the meeting, Sakaja issued an apology and vowed to clean up the Stima Plaza facade.
