Mosiria calls for probe into cartels exploiting disabled persons to beg in CBD

Nairobi County Chief Officer Geoffrey Mosiria has called for immediate investigations into what he describes as a disturbing network of cartels exploiting persons with disabilities to beg in the city centre.
Mosiria shared a video taken in Nairobi’s Central Business District on Instagram on Sunday, October 5, 2025, where he spoke to several disabled street children — some of whom claimed they were brought from Tanzania.

He said reports from concerned citizens suggest that organised groups are trafficking persons with disabilities from neighbouring countries and using them to collect money from unsuspecting members of the public.
In his post, Mosiria revealed that the victims are allegedly kept in one location and transported daily to different parts of the city to beg. Once they reach their assigned targets, the money collected is taken away by their handlers.
Calls for immediate action
“This is a deeply troubling and exploitative practice,” Mosiria said in his statement. “I have been receiving disturbing reports from concerned citizens regarding a group of cartels allegedly involved in trafficking persons with disabilities from neighbouring countries into our city. According to these reports, the individuals are housed in one location and transported daily to the streets to beg for money.”
He went on to allege that the cartels assign handlers to monitor each person and collect the money once a certain amount has been reached. Mosiria described the operation as a form of human trafficking that takes advantage of vulnerable individuals for profit.

The Chief Officer urged law enforcement agencies and relevant authorities to move swiftly and investigate the claims, warning that such practices violate the dignity and rights of persons with disabilities.
“I call upon the relevant authorities to conduct thorough investigations into this matter and take decisive action to protect the dignity and rights of persons with disabilities,” he said.

Mosiria said that the city must not tolerate any form of exploitation or abuse of vulnerable groups. He said Nairobi County will cooperate with security agencies to ensure that those behind the alleged syndicate are brought to justice.
He concluded by reminding the public to remain vigilant and report any suspicious activities that may point to human trafficking.
