President William Ruto has unveiled a transformative plan to revamp the National Youth Service (NYS), announcing the largest expansion in its history to tackle youth unemployment and skills gaps in Kenya.

In an X statement on Thursday, August 28, 2025, after the NYS Recruits Passing-Out Parade at the NYS Paramilitary Academy in Gilgil, Nakuru County, the President outlined a bold vision aimed at empowering young Kenyans with industry-relevant skills and access to economic opportunities.

“We are undertaking far-reaching reforms to transform the National Youth Service (NYS) into a dynamic and productive institution; one that is truly fit for purpose, and capable of equipping our young people with market-relevant skills and qualifications that prepare them for the opportunities of the modern job market,” Ruto said.

The Head of State said that currently, the NYS trains 20,000 youths annually, but the government plans to scale that number up fivefold.

“To ensure more young Kenyans benefit, we are expanding recruitment into the NYS from the current 20,000 to 100,000 by the year 2028, the largest expansion in its history,” the President announced.

This announcement comes as over 18,000 recruits graduated from the NYS paramilitary and vocational training programs, one of the largest cohorts in recent years. The government aims to leverage NYS as a springboard into higher education, disciplined forces, and entrepreneurship.

“Through structured training with industry partners, NYS graduates will be able to advance into higher learning, join our disciplined services to defend peace and security, or venture into enterprise,” the statement read.

Ruto said that the revamped NYS program will emphasise partnerships with the private sector to align training with the evolving job market. It will also focus on technical and digital skills, which are in high demand globally.

“With youth unemployment in Kenya increasing, the expansion of NYS is expected to significantly boost job readiness and economic inclusion for millions of young people across the country,” he asserted.

 He said the move is a key pillar in achieving the Kenya Vision 2030 agenda and addressing the urgent need for youth empowerment.
