Just a week after All Africa Advisors released a survey showing that Alfred Mutua and Mike Sonko were among best-performing county bosses, a new survey has turned those results upside down.
The survey by Consortium of Researchers on Governance shows that the duo, Mutua and Sonko, are among the worst-performing at fifth and third last respectively.
The Machakos and Nairobi counties’ bosses have been bandied together with Mohamed Abdi (Wajir), Fahim Twaha (Lamu) and Cyprian Awiti (Homa Bay).
However, Kakamega Governor Wycliffe Oparanya emerged top in the new survey while in the All Africa Advisors survey he was ranked the second-best after Dr Mutua.
Last week, the Council of Governors condemned the All Africa Advisors survey, saying they had not seen the survey or been consulted.
Embattled Kiambu Governor, Ferdinand Waititu, who was ranked last in last week’s survey blamed a court order barring him from running the county for his alleged poor performance.
In the new study dubbed County Revenue and Accountability Survey, Oparanya tops with a weighted average of 87.23 per cent followed by his Laikipia counterpart Ndiritu Muriithi at 84.12 percent.
Tharaka Nithi’s Muthomi Njuki was ranked the third best performer with 78.54 per cent, while Makueni’s Kivutha Kibwana ranked fourth.
The survey considered own source revenue growth for the counties and their score in the County Accountability Index.
