Nairobi Central OCS Samson Talaam arraigned in court

Nairobi Officer Commanding Station (OCS) Samson Kiprotich Talaam, a person of interest in the murder of Albert Omondi Ojwang, has been arraigned at the Milimani Law Courts.
OCS Talaam was arraigned before Milimani Senior Principal Magistrate Benmark Ekhubi on Monday, June 16, 2025, for a miscellaneous application.
The Independent Policing Oversight Authority (IPOA) is seeking to detain OCS Talaam for 21 days to complete their investigations.
According to Senior Assistant Director of Investigations with IPOA, Abdirahaman Jibril, there is need for the court to grant them the requested days since they have only gathered brief evidence so far.
“Brief evidence gathered so far indicates that the respondent (OCS Talaam) and others still at large are suspected to have directed and planned an attempted cover-up of the brutal assault of the deceased while inside cells at the Central Police Station,” part of the miscellaneous application read.
Further, Officer Jibril states that their request to detain OCS Talaam is to ensure he does not interfere with investigations and with witnesses in the case.
“The reason why I am seeking that prayer, is to ensure he does not interfere with witnesses,” officer Jibril told the court.
Notably, he states that detaining the police boss will be ensuring his safety from the angered citizens, adding that releasing him at this stage will be endangering his life.
According to Officer Jibril, the detention is also to ensure that OCS Talaam does not leave the court’s jurisdiction.
However, the defence team led by Danstan Omari, Cliff Ombeta and Felix Kiprono Keaton opposed the application to detain their client for the 21 days.
The defence stated that there are no enough grounds presented in court to grant the state the 21 days they have requested.
“The prosecution has not introduced any grounds that can convince the court that our client will interfere with the investigations,” OCS Talaam defence team told the court.

They urged the court to be extra vigilant while granting the custodian orders as requested by the prosecution team.
Lawyer Keaton told court that their client presented himself to the police and he remains innocent until proven guilty.
“Your honour, consider the respondent (OCS Samson Talaam) before you, is still presumed innocent unless otherwise,” lawyer Keaton submitted to court.
He also told court that his client is not a flight risk since his places of abode in Nairobi and Eldoret are well known.
Lawyer Keaton asked the court to decline the IPOA and prosecution request and release his client on a Ksh70,000 cash bail stating that is what he can afford.
“We invite you to decline the application before you, and admit the respondent (OCS Talaam) to a cash bail of Ksh70,000 because that is what he can afford,” lawyer Keaton told the court.
Senior Principal Magistrate Benmark Enkhubi will deliver a ruling on IPOA and the state’s request on Wednesday, June 18, 2025, at 2 PM.
The Magistrate has also directed Talaam to be remanded at the Lang’ata police station until Wednesday.
According to IPOA, OCS Talaam was arrested on June 13, 2025, when he presented himself at the DCI headquarters.
The DCI officers then escorted him to the IPOA headquarters, and he was then booked at Lang’ata police station, where he will be detained before his arraignment at the Milimani Law Courts on Monday.
