Murkomen announces plan to include special cadre in next police recruitment

Interior Cabinet Secretary Kipchumba Murkomen has announced recruitment policy reforms within the National Police Service (NPS), stating that the upcoming intake will include a new cadre of specialized officers to infuse fresh talent, professionalism, and modern policing practices.
“In the next recruitment, it will include a new cadre of specialised officers to infuse fresh talent, professionalism, and a modern policing service,” Murkomen said during the State of the Nation address on Monday, June 16, 2025.
He noted that the reforms are part of a broader strategy to ensure the police service reflects constitutional values, respects human rights, and meets the growing expectations of a democratic society.
Grounded in Constitutional reform
Murkomen outlined that the National Police Service has undergone significant reform since the Constitution of Kenya redefined its structure, functions, and obligations.

These changes have been institutionalized and are now resolving long-standing systemic issues, moving policing in Kenya away from colonial legacies and toward democratic accountability.
“Police reforms in our recent past have become a forecast of accountability, service ethics and restoring public confidence,” Murkomen said.
Article 244 of the Constitution, he explained, requires the police to maintain the highest standards of professionalism and discipline while complying with human rights and fundamental freedoms.
Focus on integrity
Murkomen emphasised that servicemen and women are now expected to be trained to the highest possible standards, not just in operational competence, but in integrity, respect for rights, and public engagement.
“The service men and women are required to be trained to the highest possible standards and competence and integrity to respect human rights, fundamental freedoms and dignity,” he added.
The Interior CS credited the continuous reforms for noticeable improvements in policing across the country and praised officers who have committed themselves to these professional obligations.
