Nairobi Environment Chief Officer Geoffrey Mosiria has condemned an incident in Eastleigh where a young man was brutally beaten after requesting hawkers to allow him passage on Jam Street.

In an Instagram post on Monday, September 22, 2025, Mosiria noted that the young man, who ended up in the ICU, had only asked the hawkers, who have turned the road into an open market, to let him pass so he could attend to an emergency at home.

He said that instead of allowing him through, the hawkers completely blocked his way.

“HAWKERS IMPUNITY IN EASTLEIGH! . This young man, who was beaten up as though he were a thief, had only requested the Jam Street hawkers who have turned the road into an open market to allow him to pass so that he could attend to an emergency at home. Instead of letting him through, they completely blocked his way,” Mosiria shared.

He revealed that when the victim stepped out of his car to reason with the hawkers, they turned on him and assaulted him, leaving him critically injured.

Mosiria described the attack as the height of impunity, stressing that hawkers who are clearly in the wrong still believe they have the right to attack innocent people.

“When he stepped out of his car to reason with them, they turned on him and beat him until he ended up in the ICU. This is the height of impunity, hawkers who are clearly in the wrong still believe they have the right to attack innocent people who also have the right to use the road,” he added.

Mosiria said that it is unacceptable for residents to continue suffering in the name of others earning a living and emphasised that the government cannot remain silent while people behave as if there are no rules and regulations governing Nairobi County.

He noted that the law is very clear regarding hawking, illegal dumping after business hours, and blocking drainage systems, adding that such lawlessness will not be tolerated.

“For how long will people continue to suffer in the name of earning a living?
As a government, we cannot remain silent and watch people behave as if there are no rules and regulations governing our county.”

Mosiria also warned that the county government will take action to ensure that residents’ rights are protected and that public spaces are not unlawfully occupied or turned into hazards.

He revealed that the Eastleigh incident highlights the broader challenges posed by illegal hawking and lawless behaviour, warning that responsible authorities will enforce existing regulations to prevent such attacks in the future.

“The law is very clear regarding hawking, illegal dumping after business, and blocking drainage systems. Such lawlessness will not be tolerated.”
