Maraga to deliver notice to police at Vigilance House on Monday

Retired Chief Justice David Maraga will deliver a notice to the police headquarters at Vigilance House in Nairobi on Monday, June 16, 2025.
In a statement on Sunday, June 15, 2025, Maraga indicated that the notice will be followed by a speech concerning the recent uptick of extra-judicial killings in the country.
“Following the recent trend of extra-judicial killings in Kenya and particularly the brutal murder of Albert Omondi Ojwang’ in or around the police cells, David Maraga would like to notify all Kenyans of goodwill that he will be giving notice of planned action to the police, and thereafter release a public statement on the same, tomorrow – Monday, June 16, 2025, at 10:00 am outside Vigilance House in Nairobi,” the notice reads.
The notice comes barely a week after the former Chief Justice called for a total shutdown of the government following the brutal killing of teacher and blogger Albert Ojwang’ at the hands of police officers.
Police brutality
In a strongly worded statement released on Tuesday, June 10, 2025, Maraga accused the regime of enabling lawlessness, brutality, and widespread human rights abuses.
Maraga linked Ojwang’s killing to a broader pattern of state-sponsored violence, noting that enforced disappearances and police killings had risen by 450 per cent over the past year.

“We refuse to be a country where parents have their children kidnapped in broad daylight, tortured, and killed by state-sponsored terror,” the statement read. “Albert’s murder is the last straw.”
He accused the Ruto administration of treating citizens with contempt and ignoring constitutional values, stating that it had lost its legitimacy to govern.
Regime shutdown
Observing that the current situation is a constitutional and moral crisis, Maraga demanded an immediate regime shutdown to allow for a national reset based on the rule of law, human dignity, and institutional accountability.

“It is abundantly clear that this regime will not and cannot govern. We now demand the regime shut down and make way for a reset to the rule of law and accountability,” he stated.
Maraga’s address is set to come just before MPs and senators table a report with findings and recommendations on the investigations into the murder of Ojwang’.
While a section of activists and members of the public engaged police officers in running battles on Thursday, June 12, 2025, calls are intensifying from the clergy that Deputy Inspector General of Police Eliud Lagat should step down to allow for impartial investigations to continue.
Lagat’s complaint about false publication necessitated the arrest and transportation of Ojwang’ from Homa Bay to Nairobi’s Central Police Station on June 7, 2025, before the teacher was killed at the hands of police officers at the station.
