Kitutu Masaba MP: Govt fails because it doesn’t listen to good proposals

Kitutu Masaba Member of Parliament Clive Ombane has criticised the government for sidelining constructive proposals, saying the lack of listening is hampering effective policy implementation.
Speaking on a local television station on Monday, September 15, 2025, Ombane explained that government ideas often fail not because they are flawed, but because officials refuse to take input from relevant stakeholders.
“Some ideas are good, but in this government, they don’t listen,” he said, highlighting how top-down approaches have led to inefficient programs.
Ombane cited the controversial banding system used to determine support for children based on parental occupation.
“A child of a house girl was placed in band 4, alongside children of P1 teachers earning Ksh35,000 monthly, while some wealthy individuals received full benefits despite not being on official records.

“The idea was good, but did we interrogate it? Did we allow people to bring in ideas?” he questioned, stressing that poor implementation is the root cause of public frustration.
Minority voices ignored
He noted that proposals from MPs, including himself, are often dismissed due to partisanship.
“Sometimes we had very good proposals. But where did it come from? Oh, Honourable Clive Ombane. Which party? ODM. That’s not popular. No one is going to listen,” Ombane said, illustrating how politics interferes with merit-based policy.
Ombane also criticised the government’s reliance on quick-fix solutions imported from elsewhere, which fail to account for local realities.
“In Africa, we have still not automated everything to a point you are not going to say, oh, we’ll put your NHIF and see if you contribute. That’s not how it works,” he added.
The MP warned that as long as good proposals are ignored, Kenya will continue to struggle with inefficient programs and public dissatisfaction.
