Kaluma: Broad-based govt is working in Kenya

Homa Bay Town Member of Parliament (MP) Peter Kaluma has expressed support for President William Ruto’s administration, saying the concept of a Broad-Based Government (BBG) is already yielding tangible results across the country.

In a statement on Monday, July 28, 2025,  Kaluma dismissed earlier criticisms that key government initiatives were doomed to fail, asserting that current developments prove otherwise.

“They rejected the Social Health Authority (SHA), saying it won’t work; now it is working far better than NHIF even as teething challenges are addressed,” he said.

He further defended the Affordable Housing Program, which has faced scepticism from opposition leaders and civil society, who claimed it was a money-making scheme.

“They said the Affordable Housing Program was a cash cow, asserting no house would be built; now there are houses across Kenya,” he added.

On infrastructure, Kaluma countered allegations that the current regime could not deliver beyond completing Uhuru Kenyatta-era projects.

“They said no road would be built beyond completing those started by former President Uhuru Kenyatta in Mt. Kenya; now we have roadworks across Kenya, including in Northeastern, Coast, Western, and Nyanza,” he stated.

Similarly, he described the broad-based government model as inclusive and impactful, urging Kenyans to acknowledge progress.

“Broad-based government is working for Kenya,” he added.

On March 7, 2025, Ruto and former Prime Minister Raila Odinga signed a Memorandum of Understanding (MoU) that has seen the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM) work together.

Among the key agreements reached between the two leaders are the full implementation of the National Dialogue Committee (NADCO) report, addressing youth unemployment, and the implementation of the two-thirds gender rule.

They also agreed to enhance inclusivity among Kenyans regardless of their religion and political affiliations. 

According to the leaders, enhancing inclusivity would improve opportunities for all Kenyans, especially in public appointments.

In the MoU read by ODM Secretary General Edwin Sifuna, jointly with his UDA counterpart Hassan Omar, Raila and Ruto also committed to promoting leadership and integrity by curbing the opulence of leaders and providing a legal framework to address conflicts of interest within government institutions.

The two leaders also signed an agreement to protect and promote the rule of law and uphold constitutionalism.
