IPOA justifies arrest of Central OCS Samson Tallam in Ojwang’s murder probe

The Independent Policing Oversight Authority (IPOA) has revealed why the Central Police Station OCS Samson Tallam is a person of interest in the murder case of Albert Ojwang.

Speaking during a presser on Friday, June 13, 2925, the body’s CEO, Elema Halake, stated that the OCS bears responsibility as a senior official of the station on duty within the jurisdiction where the suspect died.

The body confirmed the arrest of the OCS on Friday, June 13, 2025. Tallam’s arrest comes amid fresh revelations by the oversight body over the ongoing inquest.

Among the fresh details emanating from the investigations are revelations that the suspect died while under police custody at the station and that the CCTV footage located at the OCS had been interfered with, both seemingly placing the OCS at the centre of the twin incidents.

“The suspect we have. The OCS central station is a person of responsibility as the highest-ranking officer at the station level. We also have other officers and civilians. The investigation has not stopped,” he stated.

While lauding the progress that has seen police constable James Mukhwana arraigned in court this Friday, the CEO maintained that their investigations remain on course.

The CEO also spoke on why they have yet to question Deputy Inspector General Elid Lagat, the complainant in Albert Ojwang’s case.

In his response, Halake revealed that the processing of evidence determines the criteria used to speak to witnesses, adding that the decision to investigate the DIG remains a possibility.

“The investigations are still live. We want to assure you we are very expeditious. We don’t want to hurry the process. We are making progress, and we commit to keeping you posted and informed on the matter arising,” he stated.

“Yes, the complainant is known. We have not started with the complainant because of certain facts that are very clear. We are sequencing the manner in which we are perceiving the evidence. The decision (whether to question the DIG) will be made at an appropriate time,” he added.
