Govt kicks off drive to register inmates with SHA

The government has launched a national campaign to register inmates with the Social Health Authority (SHA).
In a statement on Wednesday, May 7, 2025, the State House said the exercise shall be conducted countrywide in all prisons and probation centres, in the spirit of leaving no one behind — Universal Health Coverage.
State House says the government will pay the premiums for prisoners through the State Department of Correctional Services.
The registration drive, which also includes National Identification, was launched at Lang’ata Women Prison in Nairobi in the presence of Principal Secretaries Dr Ouma Oluga (Medical Services), Belio Kipsang (Immigration and Citizen Services), Dr Salome Beacco (Correctional Services), and Dr Aurelia Chepkirui Rono (Parliamentary Affairs).
The Commissioner General of Prisons, Patrick Mwiti Aranduh, and Acting SHA CEO Robert Ingasira were also in attendance.
Beacco said that every Kenyan must register for SHA so that no one is left behind.
“Sometimes we resist change because we do not understand it,” she said.
Beacco says 8,000 inmates have already been registered, and the programme is now being scaled up to ensure every prisoner is covered.
SHA registrations
As of January, 18,243,251 Kenyans had registered under the SHA, according to government records.
The Ministry of Health said that 4.6 million Kenyans transitioned from the National Health Insurance Fund (NHIF) to SHA and need to update their profiles.
