Govt announces minimum university admission requirements for 2024 KCSE cohort

The Government through the Ministry of Education has clarified that it will not reintroduce cut-off points for university admission.
In a statement dated Thursday, February 27, 2025, the Education Cabinet Secretary(CS) Julius Ogamba said that the minimum requirement for university entry, which will apply to the 2024 Kenya Certificate of Secondary Education (KCSE) cohort, is a Mean Grade of C+ (plus).
Furthermore, the CS added that all 246,391 students from the 2024 KCSE cohort who attained a C+ (plus) and above are eligible for university admission.
“The Government has not re-introduced cut-off points for admission to university. The minimum admission requirement to university, which will apply to the 2024 KCSE cohort, is a Mean Grade of C+ (plus). Therefore, all the 246,391 students who attained a Mean Grade of C+ (plus) and above qualify for university admission,” the Education CS said.
University funding
Clarifying concerns regarding the cost of funding university education for the 2024 KCSE cohort, Ogamba stated that the estimated annual cost to fund the education of all 246,391 eligible students is Ksh. 25.85 billion contrary to claims that it would cost Ksh. 100 billion.
He added that the Ksh100 billion figure represents the total cost over four years, not the annual funding requirement.
“Contrary to reports appearing in sections of the media, it will not cost Ksh. 100 Billion to fund the university education of the 2024 KCSE cohort. The Ministry’s projection is that if all the 246,391 candidates join the university, Ksh. 25.85 Billion will be required to fund their education every year. The projection of Ksh. 100 Billion will be the total cost over a four-year period,” he clarified.

KUCCPS placement
According to the CS, the Kenya Universities and Colleges Central Placement Service (KUCCPS) is set to open its placement portal in March 2025 for the September 2025 university intake, in line with the annual placement calendar.
However, he pointed out that the portal has been open since January 24, 2025, to facilitate the placement of applicants to other programs for the March and May 2025 intakes.
