Gabriel Muthuma: Technology is Ruto’s secret weapon against corruption

Deputy Government Spokesperson Gabriel Muthuma has hailed President William Ruto’s fight against corruption.
Speaking on Wednesday, September 17, 2025, during an interview with a local TV station, Muthuma said no other administration has leveraged technology as aggressively in tackling graft.
He further said corruption in Kenya has traditionally thrived in the procurement sector, where a lack of transparency has allowed massive pilferage of public resources.
“I have seen how corruption manifests in government. One thing that will change when we highlight corruption as a subject is how we are going to leverage technology and science to help us deal with corruption when it comes to transparency,” he said.
Elsewhere, Health Cabinet Secretary Aden Duale backed President William Ruto’s firm stance on the adoption of e-procurement, saying the shift from manual to digital transactions will help seal corruption loopholes in government dealings.
Corruption loopholes
According to Muthuma, the government’s push to digitise services — including procurement systems, eCitizen platforms, and digital payments — is closing loopholes that cartels have long exploited.
His remarks come as the government seeks to save billions through e-procurement and digital asset management.
He stressed that making corruption a central subject of governance and combining it with science and tech is already shifting how accountability is enforced.
“Where a lot of pilferage happens is when it comes to procurement. I don’t believe there is anybody who has leveraged technology to try and fight corruption as the President has done,” he noted.
Corruption remains one of Kenya’s most entrenched challenges, with successive governments accused of doing little to root it out.
Muthuma argued that Ruto’s approach marks a paradigm shift, as tech reduces human interference — the breeding ground for graft.
e-Government Procurement system
Public Service Cabinet Secretary Geoffrey Ruku recently ordered all state and county governments to strictly use the e-Government Procurement system.
He said the directive follows President William Ruto’s instructions and must be implemented without exception.
Speaking during a special programme outreach in Chuka Igambang’ombe, on Thursday, September 4, 2025, he said the system will stop fraud and protect public money.
“Wale ambao wanapinga maneno ya e-procurement ambao serikali imehakikisha ya kwamba hiyo mpango lazima iendelee. Hili ile ukora ambayo imekuwa imeendelea katika taifa, ya kandarasi, ya kupoteza pesa mingi ya umma katika makadarasi; hiyo maneno iwe ni kitu ambayo haitakuwa inafanyika katika inchi yetu ya Kenya kwenda mbele,” Ruku said.
He added that the president’s word was final and no official would be spared.
“And when the president issues instructions that e-procurement must be implemented, wale wote tuko serikali tuhakikishe ya kwamba hiyo inafanyika. Na mimi nasema kama Waziri wa Public Service ya kwamba, e-government procurement must be implemented by all government officials. In all the ministries. In all the county governments,” he stated.
