In a decisive move to strengthen healthcare access for Kenya’s security personnel, Health Cabinet Secretary Aden Duale has underscored the government’s unwavering commitment to swiftly operationalise the newly completed National Police Service Referral Hospital (NPSRH).

Duale has said the flagship facility is poised to significantly advance the nation’s Universal Health Coverage (UHC) agenda.

In a high-level consultative meeting on Wednesday, August 6, 2025, with a delegation from the National Police Service (NPS) led by Inspector General Douglas Kanja, CS Duale emphasised the urgent need to open the facility and begin offering specialised care to more than 100,000 police officers and their families.

“Our discussions centred on fast-tracking the hospital’s opening, exploring efficient management models and enhancing the welfare of NPS personnel through improved healthcare access,” Duale said in a statement on X.

Once operational, he said the NPSRH will serve as a specialised health facility dedicated to meeting the unique healthcare needs of police officers, significantly expanding access to quality medical services under the UHC framework.

Duale further reiterated the Ministry’s resolve to fully equip the hospital through the National Equipment Services Programme (NESP) to ensure access to cutting-edge medical technology.

“I reaffirmed the Ministry’s commitment to equipping the facility under the National Equipment Services Programme (NESP), ensuring consistent access to modern medical technology,” he stated.

Poloce have lauded the ongoing reforms, noting their impact in making healthcare more affordable and accessible to all Kenyans, irrespective of their location or income level.

The engagement brought together top officials from both the health and security sectors. Duale was joined by Principal Secretary for Medical Services Ouma Oluga, Director General for Health Patrick Amoth, and CEO of the Digital Health Agency Anthony Lenayara.

The NPS delegation included Deputy Inspector General Gilbert Masengeli and Principal Administrative Secretary Bernice Sialaal.

The CS said the consultative meeting marks a significant step forward in operationalising the (NPSRH) and strengthening inter-agency collaboration for better health outcomes.

Meanwhile, the CS has confirmed the ministry’s plan to transition eligible Universal Health Coverage staff to permanent terms after a verification exercise in July 2025.

The exercise will involve teams from the national government, Council of Governors (CoG) and health unions, aiming to clean up payrolls and guide staff integration under ongoing health reforms.

“This process will ensure accurate payroll management as we transition qualified UHC staff to permanent and pensionable terms,” Duale noted during a meeting with union and government officials in Nairobi on Wednesday, July 2, 2025.
