Former Turkana CEC member arrested over alleged forgery of academic certificates

Detectives from the Ethics and Anti-Corruption Commission (EACC) have arrested former County Executive Committee (CEC) Member for Turkana Benson Logiel Lokwang over alleged forgery of degree and diploma certificates.

EACC arrested Lokwang in his residential house in Turkana. After his arrest on their way to Lodwar Central Police Station, the sleuths encountered a group of rowdy youth who forcefully rescued him before he was re-arrested.

He was taken to Lodwar Central Police Station where a crowd stormed demanding his release. After processing, he was produced before the Lodwar Law Courts where the Court ordered that he be detained at the Central Police Station in Lodwar pending arraignment before the Lodwar Anti-Corruption Magistrate tomorrow, Wednesday, November 30, 2022.

The mob that was earlier obstructing his arrest continued to cause commotion at the court premises seeking to rescue him.

Lokwang’s previous job in Turkana County Government

Lokwang previously served as the CEC Member for Infrastructure, Transport and Public Works for Turkana County Government.

He is accused of forging his academic certificates, which he used to secure employment as a CEC Member.

He purported to have acquired a Bachelor’s Degree in Economics and Sociology (Economics), Second Class Honours Upper Division from Chuka University.

He submitted the forged degree certificate to Turkana County Government where he secured employment as a CEC Member. Section 35(3)(b) of the County Government’s Act requires a candidate for appointment as CEC member to be in possession of a degree from a university recognized in Kenya.

Investigations found that Chuka University does not offer a bachelor’s degree in Economics and Sociology (Economics) but offers a Bachelor of Arts in Economics and Sociology.

He is also accused of forging a Diploma in Business Administration purported to have been acquired from Premise Africa Development Institute, which he also submitted to Turkana County Government.

Lokwang registered as a Diploma student at Premise Africa Development Institute, under Admission Number BDA/SEM-2/006/264/2008, but did not attend any class nor sit for any examination at the Institute.

EACC has confirmed the arrest.
