Sammy Kioko calls for better education system, says CDF has turned mothers into beggars

Sammy Kioko has called for changes in the education system, saying the current Constituency Development Fund (CDF) bursary system has forced mothers to repeatedly seek financial help for their children.
Kioko, a teacher by profession, said education should be among the areas given attention alongside roads. He said he wants people in his area to be respected through better services and more fairness in how resources are distributed.
“Nataka nihakikishe watu wangu wa mavoko wanaheshimika. Na wakati naongelea heshima, namaanisha lazima tuweke usawa kwa vitu mingi. Either ikue ni barabara, au masomo,” Sammy Kioko said during an interview with Oga Obinna on Monday, September 15, 2026.
Sammy Kioko officially announced his candidature for the Mavoko Constituency parliamentary seat ahead of the 2027 General Election, marking his entry into elective politics on Friday, September 11, 2026.
He said his experience as a teacher has given him a strong interest in education. Kioko argued that there is a need to improve how children are taught and how bursaries are distributed to students who need assistance.
“I am a teacher by profession, mimi ni mtu niko na heshima kubwa ya masomo. We need to shift na tuhakikishe education yetu ikae vizuri. Vile watoto wanasoma, vile bursary ina distributiwa,” Kioko said.
Education and the bursary system
Kioko said it is painful to see schools with buses while some children are still sent home because they have not paid school fees. He questioned the situation where public funds are used to buy facilities for schools while children continue facing challenges in accessing education.
“Sometimes it pains me kuona shule iko na bus, na mtoto anafukuzwa shule. Na leo tumeinunua na pesa ya CDF, then kesho mtoto anafukuzwa,” Kioko said.
He also criticised the way mothers have to seek bursaries for their children. According to Kioko, the process has created a situation where mothers repeatedly line up to ask for financial assistance.
“Hii kitu ya CDF imefanya wamama wetu wakue beggars. Every time lazima wapange mstari wakiomba bursary,” Kioko said.
Kioko said he would work with teachers and schools if he became an MP. He said he would also engage school boards to identify children who cannot afford their education and establish a system that can support them.
“If I become an MP…lazima ufanye kazi na walimu na mashule. Ukae na board ualuze wale watoto hawajiwezi wako wapi,” Kioko said.
He further proposed creating a full-time scholarship programme for students who need support. Kioko said such an approach would help reduce the need for mothers to depend on bursaries.
“And then? We can create a full-time scholarship. Hiyo culture ya kubeg ndio sitaki,” Sammy Kioko said.
