IPOA begins probe into assault of a minor in police custody in Narok

The Independent Policing Oversight Authority (IPOA) has launched investigations into the assault of a minor who was reportedly beaten while in police custody at Narosusura Police Station in Narok South Sub-County.
According to IPOA, the minor, identified as Felix Senet Takona, had been arrested on suspicion of committing a petty offence before he was assaulted while in detention.

In a statement released on Friday, October 24, 2025, IPOA confirmed that he is currently undergoing treatment at Narok County Referral Hospital, where he was admitted following the incident.
“The Independent Policing Oversight Authority (IPOA) has commenced investigations into an alleged case of police assault involving minor Felix Senet Takona, who is reported to have been arrested on suspicion of a petty offence at Narosusura Police Station in Narok South Sub-County,” the statement read in part.
IPOA Chairperson Ahmed Issack Hassan said the Authority had commenced a full investigation into the circumstances surrounding the minor’s arrest, detention, and subsequent injury.
He noted that the investigation would seek to establish the extent of police involvement and determine whether any officers violated the law during the handling of the case.
“The minor is currently receiving treatment at Narok County Referral Hospital following the alleged incident. In line with its mandate to ensure accountability and the observance of human rights in policing, IPOA is investigating the circumstances surrounding the alleged arrest and subsequent injury of the minor,” IPOA added.

Hassan said that the Authority’s move is in line with its constitutional mandate to ensure accountability and respect for human rights in policing, particularly when handling vulnerable persons such as minors.
He reaffirmed that IPOA would conduct the inquiry with impartiality and transparency, adding that appropriate recommendations for redress would be made once the investigation is concluded.
“The Authority is committed to conducting this and other investigations impartially as it fulfils its mandate of holding the police accountable and advancing the objectives of Article 244 of the Constitution,” the statement read in part.

The development comes just days after fury engulfed Kiganjo village in Gatundu South following the death of a 30-year-old man in police custody, in an incident that sparked outrage and renewed calls for accountability within the police service.
Officers arrested Paul Njuguna on suspicion of bhang possession, and he reportedly died shortly after.
However, conflicting accounts over the cause of his death left residents demanding answers, with some accusing the police of brutality and others calling for a transparent investigation.
The residents, who later stormed the local police station in protest, claimed that officers strangled the man to death instead of processing him in accordance with the law.
“They beat people anyhow whenever they arrest you. This is how badly they mistreated me,” said Wachira Kiiru, a local resident who claimed to have previously suffered abuse at the same station and is still nursing injuries.
Another resident, James Karanja, accused the officers of using excessive force during the arrest.
“That man was arrested by the police, and they did not even allow him to touch the ground. They beat him mercilessly instead of taking him to court,” Karanja told journalists.
