Homa Bay County has denied the involvement of its enforcement officers in the murky politics of Kasipul Constituency, where several residents were maimed or killed during confrontations.

Speaking with a local TV station on Sunday, June 1, 2025, Homa Bay County’s Chief Officer for Governance and Administration, Isaac Ongiri, indicated that the enforcement officers are professional, disciplined and do not take part in political activities.

“The County government of Homa Bay has a very disciplined enforcement directorate. We have trained them and they are very civilised, and they do not engage in political activities in the villages,” Ongiri said.

Reign of terror

Some of the victims who were attacked in funerals and left with life-threatening injuries during the tenure of the late Kasipul MP Ong’ondo Were disclosed that their attackers were well-known enforcement officers from the county.

The victims indicated that the late MP would attend funerals with the enforcement officers in tow, officers who would attack people perceived to be political opponents of the late legislator.

“I was seated near the coffin of my kin who was being buried, when the MP arrived with his goons. I was surrounded by his goons, who manhandled me before one of them hit me on the head with an iron bar,” Edward Okwanyo, a victim of brutality, narrated.

He equally revealed that the people who participated in his assault were known enforcement officers from Homa Bay County.

Uknown individuals

His statement has since been denied by the County as well as Ong’ondo Were’s brother, Paul Were.

“The person who claims that he was beaten; the MP had already left when all that happened, and we do not know those who caused the chaos,” Paul Were said.

While locals complained that the MP’s goons were responsible for the numerous assault cases which were happening in Kasipul, Paul notes that there was no single charge against the late legislator.

“They say the MP was responsible for this or that, but why isn’t there a single charge?” Paul quipped.

Okwanyo, who was attacked during his kin’s burial, revealed that while he had resented the MP for the incident, he was shocked that his attackers had killed him.

“My assault came shortly before I heard of the MP’s death, which really shocked me. We were waiting for 2027 to floor him during the constituency elections,” he said.

Several persons of interest have since been arrested and questioned regarding their involvement in the MP’s fatal shooting on April 30, 2025.
