Court orders reinstatement of Natembeya and Khalwale’s security details
A Nairobi High Court has ordered the Inspector General of Police (IG), the Cabinet Secretary, the Ministry of Interior and Coordination of National Government and the Attorney General (IG) to restore the security detail withdrawn from Trans-Nzoia County Governor George Natembeya and Kakamega County Senator Bonny Khalwale.
Justice Bahati Mwamuye has ordered IG Douglas Kanja, CS Kipchumba Murkomen and AG Dorcas Oduor to reinstate the security details of the two politicians immediately pending the hearing and determination of a notice of motion application filed by the Centre for Litigation Trust.

“Pending the inter partes hearing and determination of the petitioner (Centre for Litigation Trust) notice of motion application dated November 28, 2025, a conservatory order be and is hereby issued in the nature of a mandatory order compelling the respondents (IG, CS Ministry of Interior, and AG), jointly and severally, to forthwith reinstate the security detail and arrangements of the 1st Interested Party and the 2nd Interested Party (Natembeya and Khalwale), in the numbers, composition, and other particulars as they existed immediately before the impugned actions of the respondents,” Justice Mwamuye ordered.
Further, Judge Mwamuye has issued a conservatory order restraining the IG, CS Ministry of Interior, and AG, jointly and severally, from negatively interfering with or detrimentally varying the security detail and arrangements of the two legislators in terms of the numbers, composition, and particulars as they existed immediately before their impugned actions.
The Centre of Litigation Trust moved to court seeking the reinstatement of the politicians’ security, citing that the decision by the state to withdraw their security threatens and exposes them to security risks since they are at risk of being attacked and harmed based on the nature of their duties as Governor of Trans-Nzoia County and Senator of Kakamega County, respectively.
The petitioner argues that the respondents’ acts are retaliatory, whimsical and calculated to bully and intimidate Governor Natembeya and Senator Khalwale and, if unchecked by judicial intervention, may erode public trust and undermine the very foundation of the rule of law and constitutional democracy.
The matter will be mentioned on January 21, 2026, to confirm compliance and to take directions on the expedited hearing and determination of the application and petition.
