Wamuchomba recounts seeking Raila’s counsel on one-man-one-shilling BBI agenda

Githunguri Member of Parliament (MP) Gathoni Wamuchomba has paid tribute to the late former Prime Minister Raila Odinga, describing him as a statesman and real political father who offered her valuable counsel on national matters.
In a statement on Saturday, October 18, 2025, Wamuchomba recalled a personal meeting with Raila in 2020, during the height of discussions on the Building Bridges Initiative (BBI).

She revealed that she had sought his views on the “One Man One Shilling” revenue-sharing agenda, a proposal aimed at promoting equitable resource distribution across counties.
“Baba was a statesman and a real political father. In 2020, we had a one-on-one session. I had sought his counsel on the One Man One Shilling BBI agenda, and he supported it 100 per cent,” she shared.
Furthermore, the legislator lamented that the agenda was later derailed, suggesting that external forces had hijacked and ultimately killed the initiative.
‘They’ obviously hijacked it and killed it! We shall revisit,” she vowed.

In March 2022, the Supreme Court blocked the BBI, a government-backed plan to make fundamental changes to the constitution.
Supreme Court judges said the president had acted unlawfully when spearheading the reforms, saying it should have been led by citizens, not a sitting head of state.

Among the proposals in the BBI was that Article 200 of the Constitution be amended to require Parliament, within a year, to enact legislation providing mechanisms for transferring critical functions of Nairobi County to the national government.
“Clause 66 of the Bill proposes to amend the Fourth Schedule to provide that powers and functions of Nairobi County health services, county transport, county planning, and disaster management relating to the Nairobi capital city shall be distributed as functions of the national government.”

The proposal would enable the national government to transfer considerable powers to future governors of Nairobi County without requiring a deed of transfer, as is currently the case.
Nairobi, being the nation’s capital, hosts all the arms of government and is also an international city, serving as the global headquarters of the United Nations Environment Programme and other diplomatic missions.
The BBI task force, which drafted the proposal, argued that most stakeholders suggested that Nairobi be accorded a special status and its growth given more attention.
Under the proposal, Nairobi would be handed massive investments in infrastructure that the formula of the Commission of Revenue Allocation cannot accommodate.
