Sifuna says signatures are ready to impeach Duale over SHA
Nairobi Senator Edwin Sifuna has announced that members of the National Assembly have already collected signatures to file an impeachment motion against Health Cabinet Secretary Aden Duale over the alleged theft of billions at the Social Health Authority (SHA).
Speaking on Sunday, August 31, 2025, during an empowerment forum in Busia attended by MPs Babu Owino, Gathoni Wamuchomba, and other leaders, Sifuna declared that Parliament must hold Duale politically accountable for the financial mess at SHA.
The Senate minority leader stressed that while the Senate lacks the constitutional power to impeach a Cabinet Secretary, the duty lies squarely with the National Assembly.
“Sisi tunataka tumwambie vile wabunge wamesema hapa, sisi kwenye Senate hatuna nguvu za kumtoa. Lakini tunataka kuwashinikiza ni nyinyi ambao mko kwa National Assembly,” Sifuna said, loosely translating to: We want to say what MPs here have agreed that in the Senate we lack the powers to remove him, but the National Assembly must act.
He added that the process was already in motion. “The signatures are ready. Once Parliament is back from recess, ensure the motion is brought to the floor,” he said.
Accountability for billions
Sifuna argued that Duale must take political responsibility for the scandals engulfing SHA. He criticised the ministry for frustrating ordinary Kenyans, particularly women, by delaying claim approvals while insiders allegedly enriched themselves.

“Hawa kina mama inawachukua muda mrefu before wafikishe mia tano ama elfu moja, alafu watu wamekaa uko tu kwa makompyuta wewe unaeka elfu moja hao wainaba uko Nairobi. Hio ni haki kweli?” he posed, loosely translated to: It takes mothers weeks to raise Ksh500 or Ksh1,000, yet people in Nairobi are sitting at computers entering fake claims of thousands. Is that fair?
He urged MPs to ensure the impeachment motion is tabled without delay, saying Duale and other Ministry of Health officials had been given time to resign but refused.
Calls for removal
The push for impeachment comes as Duale himself admitted that SHA had suspended billions in questionable claims.
He revealed that Ksh3 billion worth of claims were under review due to missing documents, while another Ksh2.1 billion was flagged for further investigation.

The CS further disclosed that his ministry had rejected Ksh10.6 billion in fraudulent claims, citing practices such as upcoding, falsifying medical records, converting outpatient cases into inpatient admissions, and billing for non-existent patients.
