Ruto’s legacy depends on fulfilling promises – Kaluma

Homa Bay Town MP Peter Kaluma has outlined a bold blueprint for President William Ruto’s legacy, saying the Head of State could become Kenya’s greatest president—if he fulfils key promises.
In a post on X on July 18, 2025, Kaluma wrote, “Great leaders are remembered for great deeds.”
He said Ruto’s presidency would be judged on inclusivity, healthcare reform, education, regional development, and infrastructure expansion.
Kaluma’s message to Ruto was direct: “Mr. President, achieve these and you’ll be the greatest president Kenya has ever had.”
Kaluma praised Ruto for risking his political capital to promote regional balance in public service appointments, describing it as a bold step against entrenched interests.
Kaluma also lauded the abolition of the scandal-ridden National Hospital Insurance Fund (NHIF), replaced by the Social Health Authority (SHA) from October 2024. The transition, backed by cabinet approvals last September, aims to streamline healthcare funding. But implementation hurdles persist, and many Kenyans remain cautious about whether the new system will deliver better services.
“President Ruto will be remembered for restoring inclusivity and equity in the sharing of national resources, including public service appointments in Kenya, at great risk to his political career from entrenched interests, and for abolishing the corrupted NHIF and replacing it with SHA,” read the post.

On education, Kaluma said Ruto must tackle the sector’s chronic challenges. He called for more attention to staffing, infrastructure, and curriculum reforms.
The MP further cited regional infrastructure as a key measure of Ruto’s success, pointing to projects in Northern Kenya, the Coast, and the Western regions. Developments like the Lamu Port-South Sudan-Ethiopia-Transport (LAPSSET) Corridor and the Mandela-Isiolo Road—projects initiated during the Jubilee era—are ongoing.
This comes as many Kenyans continue to question the tangible outcomes of President Ruto’s Kenya Kwanza manifesto, nearly three years into his term. Key pledges—such as lowering the cost of living, creating jobs through the Bottom-Up Economic Transformation Agenda (BETA), improving healthcare, and expanding access to affordable credit via the Hustler Fund—are under intense public scrutiny.
While the government cites progress in sectors like housing, digital jobs, and agriculture, critics argue that the high cost of living, rising fuel prices, and persistent unemployment overshadow these gains.
As public reactions to Kaluma’s post vary from support to scepticism, one thing is clear: the expectations are high, and the window for delivery is narrowing.
