Ruto wants NG-CDF used to pay SHA premiums for vulnerable Kenyans

President William Ruto, on Friday, September 19, 2025, started the push to have MPs, via the National Government Constituency Development Fund (NG-CDF), cover vulnerable Kenyans on the SHA payment.

Speaking during the launch of the SHA sponsorship program at the State House, Nairobi, the Head of State hailed a number of MPs and Governors who have already embarked on the process.

In his message, Ruto said SHA is about resource pooling and went on to even reveal that he gets a KSh40,000 pay cut to fund SHA.

Ruto salutes MPs

“I want to persuade Members of Parliament. Tuko na mpango wa NG-CDF, wambunge wanaweza kulipia watu ambao hawana uwezo wa kulipa katika constituency zao.

“I have discussed with the management of NG-CDF, and they have assured me that the regulation supports MPs being able to pay for SHA those who can’t pay,” the president explained.

Ruto emphasised that the initiative is aimed at ensuring that all Kenyans have access to healthcare regardless of their income levels.

He said that those in the grassroots, including small business owners and bodaboda riders, can now access medical services in top hospitals without worrying about affordability.

Pooling resources for health

The president pointed out that the SHA sponsorship program is built on the principle of resource pooling, where everyone contributes according to their capacity to help the vulnerable.

He cited his own monthly contribution of Ksh40,000 as an example of leadership by action, noting that other top leaders also take pay cuts to make the program work.

Ruto explained that the scheme covers high-cost treatments, including kidney transplants, cancer care, and major surgeries, allowing Kenyans to be treated locally instead of seeking costly procedures abroad.

During the launch, Ruto urged legislators and county leaders to take advantage of the NG-CDF framework to cover those who are unable to pay for SHA, stressing that it is a legal and supported move that can significantly increase access to health services.

The president said that by combining personal contributions with NG-CDF support, millions of Kenyans can be insured and enjoy free treatment in both public and private facilities across the country.
