Ruto sets stage for National Land Commission transition with 7 appointments

President William Ruto has appointed a seven-member selection panel to oversee the nomination of a new chairperson and members of the National Land Commission (NLC), ahead of the expiration of the current commissioners’ term.
In a gazette notice dated August 15, 2025, Ruto announced that the six-year non-renewable term of the current NLC officeholders will lapse on November 14, prompting the early move to ensure a smooth transition.
“I declare impending vacancies in the positions of chairperson and member of the commission, with effect from November 14, 2025, and constitute a selection panel for the recruitment of nominees for appointment as chairperson and members of the National Land Commission,” the President stated.
The seven-member selection panel is composed of Jasper Micheni Mbiuki, Peris Mang’ira, Electine Nasambu, Ann Mwangangi, Bibiana Rabuku Omalla, Professor Nichola Letting, and Rehema Dida Jaldesa.
They will be tasked with vetting and recommending suitable candidates for the leadership of the NLC, which plays a critical role in land management and governance.
Ruto also made other strategic appointments to strengthen state institutions. Antira Ketora was named Non-Executive Chairperson of the Jomo Kenyatta Foundation for a three-year term.

The foundation is a key player in promoting education through scholarships and publishing. Additionally, Levi Franklin Mghalu, a retired military officer, was reappointed Non-Executive Chairperson of the Kenya National Shipping Line for another three-year term to support the revival of the country’s maritime transport sector.
The National Land Commission, established under Article 67 of the Constitution, is mandated to manage public land on behalf of national and county governments.
Its functions include advising on land policy, implementing land reforms, investigating historical land injustices and recommending redress, overseeing compulsory acquisitions for public projects, and ensuring fair compensation.
The commission also monitors land use planning, conducts research on land and natural resources, and promotes sustainable land management practices.
